Saudi Arabia is pushing ahead with procurement for a vast steel plate manufacturing complex in Ras Al Khair Industrial City, signalling Riyadh’s determination to strengthen domestic heavy industry as part of its Vision 2030 diversification strategy.
The project, divided into eight major construction packages, is expected to become one of the kingdom’s largest industrial manufacturing developments outside the energy sector.
The complex will include direct reduced iron facilities, steel melt plants, plate mills and port infrastructure aimed at supporting domestic manufacturing demand linked to construction, shipbuilding and infrastructure projects. Industry executives said the development reflects Saudi Arabia’s growing effort to localise industrial supply chains historically dependent on imported steel and manufactured materials.
The project has attracted strong interest from Asian and European engineering contractors specialising in heavy industrial construction. “Industrial self-sufficiency has become a strategic objective for Saudi policymakers,” said one regional metals consultant. “The kingdom wants to ensure that future giga-projects can source more materials locally.”
The Ras Al Khair development comes as Saudi Arabia attempts to balance ambitious industrial expansion with tighter fiscal conditions caused by lower oil prices and rising capital expenditure commitments. Analysts say industrial projects linked to manufacturing and exports are more likely to retain government backing than highly experimental real estate developments.
Market watchers also see the steel complex as part of Riyadh’s broader ambition to position Saudi Arabia as a regional industrial hub capable of serving markets across the Gulf, Africa and South Asia. Officials have increasingly promoted mining, metals and industrial processing as sectors capable of generating long-term employment and non-oil export revenues.
Contractors said additional procurement packages linked to utilities, transport and logistics infrastructure around Ras Al Khair were expected over the next year.
