Eastern Province opens qualification for Dammam boulevard PPP

Saudi Arabia’s Ministry of Municipalities and Housing has launched the request for qualification phase for the King Fahd Suburb Boulevard project in the Eastern Province, opening the door for private-sector developers to bid for one of the region’s more ambitious urban regeneration schemes structured as a public-private partnership.
The ministry is running the process jointly with the National Center for Privatization & PPP and Ashraq Development Company, the development arm of the Eastern Province Municipality — a pairing that reflects how central the PPP model has become to the Kingdom’s approach to municipal infrastructure delivery. The chosen developer will take on the project under a design, build, finance, operate, maintain and transfer structure, with a concession running 43 years before the asset transfers back to the state.
The scheme itself is substantial in scale. Sited in Al Bayda Governorate and covering roughly one million square metres, it will be delivered in two phases and centres on a four-kilometre integrated mixed-use zone running along a central boulevard and linear parklands, forming part of a wider 7.3-kilometre corridor through the King Fahd Suburb area of Dammam.
Under the terms of the partnership, the winning bidder will be responsible for every stage of the project’s life, from design and financing through to construction, operation and maintenance, before eventually transferring the completed asset back to the public sector at the end of the concession term. The plan calls for a mix of development plots, green space and supporting infrastructure designed to function as a cohesive urban destination rather than a single standalone development.
For international developers and financiers already active in the Kingdom’s PPP market, the qualification launch marks an early but concrete opportunity to position for a long-dated concession in one of Saudi Arabia’s fastest-growing regions outside the capital.
