Kuwait’s Public Authority for Housing Welfare has received bids for two electricity-transmission packages serving the South Saad Al-Abdullah residential development.
The tenders cover substation works for the city’s third and fourth development phases. They form part of the utility investment required to support the new residential districts and associated public infrastructure.
Publicly indexed tender information indicates that bids were submitted on August 26. Al-Ahleia Switchgear was reported to have offered approximately $103.3mn, while Industrial Electrical Projects submitted an offer of about $111.5mn; the accessible report did not provide a complete, package-by-package bid table.
The authority will now move through technical and commercial evaluation before requesting an award through Kuwait’s procurement system. The lowest price should therefore be regarded as a bid position rather than a confirmed contract award.
The development has already generated substantial infrastructure expenditure. In January 2025, three major infrastructure contracts for different residential sectors were reported with a combined value of approximately $847mn.
