KOC weighs build-own-operate re-tender for $2.5bn SGC-1 and WIP-1

Published

Kuwait Oil Company (KOC) is considering re-tendering its first Separation Gathering Centre (SGC-1) and first Water Injection Plant (WIP-1), worth about $2.5bn, under a build-own-operate model instead of the original EPC contract, Times Kuwait reported on 28 October 2026, citing MEED and oil-sector sources. The final strategy has not been confirmed.

The original tender was cancelled in January, when bids for four upstream projects worth about $7.73bn in total came in above budget. Técnicas Reunidas had submitted the lowest bid for SGC-1 and WIP-1, at $2.47bn. KOC could approve a revised budget within days, which would allow bids to be invited in the first quarter of 2027.

What to watch: KOC’s revised budget approval and the procurement model chosen for a new tender.

Scope: pipeline milestone, not an open invitation to bid.
