UAE approves cloud migration for federal finance and HR systems

The UAE Cabinet has approved the migration of the federal government’s institutional resources management system to an advanced cloud-computing environment.

The project will modernise the technology underpinning federal financial and human-resources systems. The Cabinet said the new environment would provide greater flexibility, security and reliability, alongside intelligent data-analysis capabilities.

No technology provider, contract value, procurement route or implementation schedule was announced. It is therefore not yet clear whether delivery will be undertaken through an existing government framework or a new procurement process.

The approval is nevertheless commercially relevant to cloud-infrastructure providers, systems integrators, cybersecurity companies, data-management specialists and firms supplying migration, testing, training and change-management services. Smaller companies may find openings through specialist subcontracting or implementation partnerships.

The project forms part of a broader federal digital-transformation programme. UAE federal entities completed 471 digital-transformation projects during 2025 and processed more than 308mn digital transactions across 1,633 services.
