Saudi Arabia has intensified tender activity linked to The Rig Resort, an offshore tourism project near Dammam that aims to transform a former oil platform concept into a luxury leisure destination in the Arabian Gulf.
The development reflects Riyadh’s continued effort to reposition parts of its energy identity into tourism and entertainment assets as the kingdom diversifies away from oil dependency.
The project, designed around an industrial offshore structure, is expected to include hotels, entertainment attractions, marine sports facilities and hospitality infrastructure targeted at regional and international visitors. Executives following the procurement process said specialised engineering and marine construction firms were among the companies showing the strongest interest in upcoming contract packages.
Commentators say The Rig illustrates Saudi Arabia’s increasingly unconventional approach to tourism development under Vision 2030. “The kingdom is trying to create destinations that are globally distinctive rather than easily replicated,” said one Gulf tourism adviser. “Projects linked to industrial heritage and offshore infrastructure fit into that strategy.”
Executives in the hospitality sector said Gulf tourism markets were becoming increasingly competitive as Saudi Arabia seeks to challenge established destinations in the UAE and Qatar. They added that the kingdom was particularly focused on attracting younger travellers and experiential tourism segments through large-scale entertainment investments.
Market watchers expect additional marine infrastructure, hospitality and transport tenders linked to The Rig project to emerge in coming months. Industry analysts said the success of the offshore resort could influence whether Saudi Arabia pursues further experimental tourism concepts along its Red Sea and Gulf coastlines.
