Saudi Arabia Issues More Than 34,000 Building Permits in First Half of 2026, Signaling Strong Construction Pipeline
Saudi Arabia’s construction sector continues to demonstrate strong momentum after the Ministry of Municipalities and Housing announced that it issued more than 34,000 building permits across the Kingdom during the first half of 2026, reflecting sustained development activity and a robust pipeline of future construction projects.
According to the ministry, residential projects accounted for the largest share, with more than 28,000 residential building permits issued between January and June. The government also approved over 5,000 commercial building permits and more than 1,000 permits for government buildings, highlighting continued investment across the housing, commercial and public sectors.
Officials attributed the increase to ongoing improvements in the Kingdom’s municipal licensing system and the expansion of digital services through the Balady platform, which has streamlined permit procedures, accelerated application processing and enhanced coordination between government agencies. The digital transformation has reduced processing times and improved the experience for developers, contractors and investors.
The volume of permits points to a healthy pipeline of construction activity expected to move into procurement and execution over the coming months. Each permit represents potential opportunities for contractors, consultants, suppliers of construction materials, engineering firms and building technology providers as projects progress from planning to implementation.
The announcement follows another positive indicator for the Kingdom’s business environment. During the same six-month period, the Ministry of Municipalities and Housing issued and renewed more than 274,000 commercial licenses, including over 97,000 new licenses, reflecting continued expansion in commercial and investment activity across Saudi Arabia.
The latest figures align with the objectives of Saudi Vision 2030, which continues to drive urban development, housing expansion and private-sector investment throughout the Kingdom. Large-scale national initiatives, combined with steady residential and commercial construction, are expected to sustain demand for building materials, engineering services and construction contracts in the years ahead.
For contractors and suppliers, the surge in building permits provides a strong indicator of future market activity, with thousands of approved projects expected to translate into new tender opportunities as construction programmes advance.
