Kuwait public works ministry seeks CAPT approval to tender deep tunnel stormwater study; decision deferred, Al Jarida reports

Kuwait’s Ministry of Public Works (MPW) has asked the Central Agency for Public Tenders (CAPT) to issue a limited tender (practice) for a study and preliminary design of a deep tunnel system in Kuwait, Al Jarida reported on 3 November 2026. CAPT deferred a decision on the request until the ministry sends a further letter, within ten working days, setting out the amendments discussed.

According to the report, the deep tunnel system is meant to carry rainwater away from road tunnels and low-lying coastal areas that flood when heavy rain coincides with high tides, sending it to collection or discharge points. The study would set out the technical and engineering basis of the system and how it would be delivered.

Not confirmed: the tender number, budget, timetable, and whether CAPT has since approved the request. No official CAPT or MPW notice has been seen.
