Kuwait’s Al-Khairan and Shagaya Zone 2 projects await awards
Kuwait’s Al-Khairan phase-one power and water project and the Al-Shagaya Zone 2 solar project are awaiting contract awards, according to MEED’s report of 9 October 2026.
MEED identifies Al-Khairan as an estimated US$2bn independent water and power project and Al-Shagaya Zone 2 as a 500MW solar photovoltaic scheme. The figure for Al-Khairan is a project estimate, not an awarded contract value.
In its procurement announcement of 16 November 2025, Kuwait’s Ministry of Electricity, Water and Renewable Energy described Al-Khairan phase one as comprising 1,800MW of generating capacity and 33 million imperial gallons a day of fresh-water production.
The same ministry notice identifies the 500MW project as Al-Debdebah and Al-Shagaya renewable energy Phase III, Project II, or Zone 2. It is separate from the 1,100MW Zone 1 scheme. The projects are being pursued with Kuwait’s public-private partnership authority.
The accessible October report does not name successful developers or provide award dates. Contractor selection and subsequent implementation arrangements remain unconfirmed in the sources reviewed.
