Ajman’s 2.6GW Al Zawra power project advances with Siemens turbine agreement

Update — Siemens turbine agreement
13 September 2026
Etihad Water and Electricity has signed a reservation agreement with Siemens Energy for the gas and steam turbines required for the planned Al Zawra combined-cycle power project in Ajman.
The agreement secures key long-lead generation equipment while procurement of the main engineering, procurement and construction contract continues. The project is now described by EtihadWE as having approximately 2.6GW of generation capacity.
The turbine reservation represents a further procurement milestone for the project and provides greater certainty over the principal generation technology as EPC bidders prepare their proposals.
Five contractors or groups have previously been reported as preparing bids for the main EPC package: China Energy Engineering Corporation; Elsewedy Electric with Trojan General Contracting; Orascom Construction; Samsung C&T; and Sepco 3.
Why it matters: Securing the turbines while EPC procurement continues moves the project closer to execution and should create substantial downstream opportunities in balance-of-plant equipment, electrical systems, substations, cooling and water systems, instrumentation, civil works and commissioning.
Earlier procurement coverage
Etihad Water and Electricity has signed a reservation agreement with Siemens Energy covering gas and steam turbines for the planned Al Zawra combined-cycle power project in Ajman.
The proposed generating facility will have a capacity of 2.6GW, making it a major addition to the electricity infrastructure serving the UAE’s Northern Emirates. The project’s capital cost and construction timetable have not yet been disclosed.
The agreement was signed during a visit by EtihadWE chief executive Yousif Ahmed Al Ali to Siemens Energy’s manufacturing facility in Berlin. The UAE delegation included Sharif Al Olama, undersecretary for energy and petroleum affairs at the Ministry of Energy and Infrastructure.
Reserving the principal generating equipment represents an important procurement milestone and provides greater certainty over turbine availability while the wider development programme progresses. Siemens Energy is expected to supply both the gas and steam turbine packages.
The development is intended to support future electricity demand and improve the reliability and efficiency of the UAE power network. A 2.6GW combined-cycle facility will require substantial balance-of-plant, civil, electrical, grid-connection, cooling and supporting infrastructure packages.
Further procurement opportunities could therefore emerge as EtihadWE advances the project towards final contracting and construction. Companies should monitor forthcoming announcements concerning the project structure, main EPC arrangements, financing, technical advisers and implementation schedule.
