Dubai extends DSST Phase 2 Links bid deadline to 19 November

Dubai Municipality has extended the bid-submission deadline for the Phase 2 Links package under the Dubai Strategic Sewerage Tunnels public-private partnership to 19 November 2026, from the previous deadline of 30 September.

Dubai Municipality has extended the bid-submission deadline for the Phase 2 Links package under the Dubai Strategic Sewerage Tunnels public-private partnership to 19 November 2026, from the previous deadline of 30 September.

The Links package is the third major package tendered under the DSST programme and was issued to the market in January 2026. The contract value for this package has not been disclosed.

The wider programme includes two sets of deep sewerage tunnels terminating at pumping stations serving the Warsan and Jebel Ali sewage-treatment plants, together with more than 200 kilometres of connecting sewer links.

Separate groups have reportedly been selected for packages J and W, although formal contract awards have not yet been announced. The extended Links deadline gives qualified bidding teams additional time to complete their technical, commercial and financing submissions.

The procurement remains relevant to international infrastructure developers, tunnel and civil-works contractors, specialist designers, equipment suppliers and project-finance providers participating in large municipal public-private partnerships.
