Al Dhafra Petroleum signs AED1bn design, build and operate agreement with Excel ASTRA for Haliba produced-water treatment

Al Dhafra Petroleum has signed an AED1bn ($272m) agreement with Excel ASTRA Engineering & Construction LLC to deliver new produced-water treatment facilities at the Haliba oil field in Abu Dhabi, Saudi Gulf Projects reported on 6 November 2026. The agreement was signed at ADIPEC 2026 and is Al Dhafra Petroleum’s largest design, build and operate (DBO) agreement to date.

Excel ASTRA will design, build and then operate the facilities, which will support the next phase of growth at Haliba and help Al Dhafra Petroleum reach its target of 50,000 barrels per day of oil production. Haliba, also known as the Area 1 onshore field, started production in July 2019. Al Dhafra Petroleum is a joint venture of ADNOC, Korea National Oil Corporation and GS Energy.

The contract duration and exact signing date were not disclosed, and no ADNOC or Al Dhafra Petroleum release has been seen.

What to watch: Design and construction start, and the operating term under the DBO agreement.
