Abu Dhabi Unveils Dh55 Billion Public-Private Partnership Pipeline Across Key Development Sectors

Abu Dhabi is accelerating private sector participation in public infrastructure with the rollout of a Dh55 billion (US$15 billion) Public-Private Partnership (PPP) programme comprising 24 major projects spanning transport, utilities, social infrastructure and community development.

The ambitious pipeline, announced by the Abu Dhabi Investment Office (ADIO) in collaboration with government entities, is expected to generate a steady flow of procurement opportunities throughout 2026 and 2027, reinforcing the emirate’s position as one of the Gulf’s most active PPP markets.

The programme includes projects across a broad range of sectors, including transport infrastructure, roads, public facilities, education, healthcare, housing, utilities and municipal services. The initiative is designed to attract private investment, accelerate project delivery and leverage international expertise in the development and operation of strategic public assets. According to ADIO, the Dh55 billion programme represents one of the largest coordinated PPP pipelines announced in the UAE and builds on the success of previous partnerships involving schools, housing, street lighting and infrastructure projects.

Several projects are expected to enter the market over the next two years, with tenders being released in phases. Opportunities will cover engineering consultancy, design, construction, financing, operations and long-term maintenance, providing significant prospects for local and international developers, EPC contractors, financial institutions and specialist service providers.

The transport sector is expected to account for a substantial share of the programme, alongside investments in healthcare facilities, educational institutions, community infrastructure and government buildings. The phased approach will enable both large international consortiums and regional contractors to participate in the expanding PPP market.

The initiative supports Abu Dhabi’s long-term strategy of increasing private sector participation in economic development while maintaining high standards of public infrastructure and service delivery. By adopting the PPP model, the government aims to enhance project efficiency, optimise public spending and stimulate sustainable economic growth.

Industry analysts expect the programme to generate billions of dirhams in follow-on contracts for engineering firms, construction companies, technology providers, facility management specialists and infrastructure operators as projects progress from procurement to implementation.

With tender activity scheduled to continue through 2027, the Dh55 billion PPP pipeline is expected to become one of the UAE’s most significant sources of new project opportunities across transport, infrastructure and social development sectors.
